Animal Resource Center

The Animal Resource Center (ARC) of Millville is dedicated to providing temporary shelter, compassionate care, and second chances for homeless, abused, and neglected  animals. Our mission extends beyond rescue — we strive to educate our community about responsible pet ownership, advocate for animal welfare, and promote spaying and neutering to reduce pet overpopulation and prevent unnecessary suffering.

Since 1999, ARC has been a lifeline for animals and the people who love them. What began as a small foster-based organization in the Bloomsburg area has grown into a thriving no-kill facility situated on 20 donated acres and powered by solar energy. Today, our shelter provides care for over 100 animals at any given time, supported by a passionate team of staff, board members, fosters, volunteers, and an incredibly generous community.

ARC serves animals and families across Columbia, Luzerne, Lycoming, Montour, Northumberland, Snyder, Tioga, Union, and surrounding counties. Every animal that enters our care receives individualized attention and the veterinary support they need to heal and thrive — including advanced diagnostics and specialized treatment when necessary through partnerships with leading veterinary institutions such as Cornell University and the University of Pennsylvania.

Our cats live in enriching, free-roam environments designed to reduce stress and encourage natural behavior, with access to safe outdoor sun porches. Dedicated foster homes provide lifesaving support for orphaned kittens, pregnant or nursing mothers, and medically fragile cats, ensuring our most vulnerable residents receive the comfort and care they deserve.

As a no-kill organization, ARC is committed to giving every animal the time, resources, and love needed to find a forever home. For more than 25 years, community support has allowed us to grow, evolve, and save thousands of lives — and with your help, we will continue to expand our impact for the animals and people who need us most.
