Highland Chocolates

Let me introduce you to Highland Chocolates...

Highland Chocolates was started by the Tioga County Department of Human Services in 1994. A County Administrator had a friend from Scotland who was a chocolatier who came to the US and taught our very first employees how to make a Scottish truffle, which inspired our name - Highland Chocolates.

In 2012, Partners In Progress, a nonprofit agency in Mansfield took over the operation of Highland Chocolates with all net proceeds returning and being reinvested in the program.

Highland Chocolates currently employs 14 Individuals with varying levels of disabilities and mentors them in the hopes of community employment.

Our motto is “Extraordinary Chocolates by Extraordinary People,” 
and our world-class quality confections include our customer favorites Pretzel Bark and Tree Stumps, hundreds of different molded chocolates, fudge, and handcrafted chocolate gifts for any occasion.

 We have just modernized some of our equipment, but you should know that everything we make is still hand crafted from the heart. From hand drizzling icing, to bagging confections, hand tying ribbons and applying labels to the front and back of the packaging, every Highland Chocolates confection is still hand crafted.

Our confections are not only sold in our two retail establishments, located at 11724 Route 6 and 82 Main Street- both in Wellsboro, PA, but are also sold to Wholesale Customers throughout the United States.

Over the years we have worked to create custom molded chocolates for many corporations and package and ship corporate Christmas orders across the United States.  

We also do custom wedding or special event favors for any budget, large or small. And, Highland Chocolates partners with schools and other organizations to create personalized fundraisers.

Every super delicious Highland Chocolates product purchased celebrates the accomplishments of our amazing Individuals and Staff - and is an investment in the future of this program.
