Harbor Counseling

For nearly 30 years, Harbor Counseling has provided life-saving substance use disorder treatment and prevention services to adolescents and adults in Tioga County and surrounding communities.

As a nonprofit organization, Harbor offers compassionate, evidence-based treatment for individuals struggling with alcohol and drug addiction. Our licensed professionals also provide mental health counseling for depression, anxiety, PTSD, ADHD, and relationship challenges through marriage and couples counseling.

But our work goes beyond traditional outpatient therapy.

Harbor Counseling provides:

• A Warm Handoff Program at our local hospital to immediately connect overdose survivors with treatment

• Narcan training and distribution to prevent overdose deaths

• Court-ordered DUI programs and prison services

• School-based prevention and counseling services

• Employee Assistance and workplace programs

• Peer support services

• Two Licensed Recovery Houses (8-bed for women, 10-bed for men) offering safe, supportive housing for individuals in treatment

• A Drop-In Center (est. 2026) where individuals in recovery can find community, connection, and hope

Nearly 100,000 Americans lose their lives to drug overdose each year — and rural Pennsylvania has not been spared. The need in our community is urgent.

Harbor Counseling is committed to ensuring that anyone who needs help can receive it — regardless of insurance status or ability to pay. However, as a nonprofit serving a small rural community, we cannot rely on Medicaid and private insurance reimbursement alone to sustain these critical services.
